1. Policies and regulations
On September 14, 2010, the former State Administration of press and publication and the Ministry of environmental protection signed the "implementation of green printing strategic cooperation agreement", focusing on the strict control of heavy metal residues and volatile organic compounds pollution in paper, ink and hot melt adhesive.
On October 8, 2011, the General Administration of press and publication and the Ministry of environmental protection jointly issued the announcement on the implementation of green printing, which defined the guiding ideology, scope and objectives, organization and management, green printing standards, green printing certification, work arrangement and supporting safeguard measures for the implementation of green printing, and made a comprehensive deployment for promoting the implementation of green printing.
On October 17, 2011, the State Council issued the "opinions on strengthening the key work of environmental protection" (GF [2011] No. 35) to deploy the environmental protection work in the new period, which clearly pointed out that "encourage the use of environmental labels, environmental certification and green printing products".
On December 16, 2011, the general office of the State Council specially assigned the division of work of green printing implementation departments to the former General Administration of press and publication in the form of documents.
On April 6, 2012, the General Administration of press and publication issued the notice on the implementation of green printing for primary and secondary school textbooks, which proposed that primary and secondary school textbooks must be printed by the printing enterprises that have obtained the green printing environmental label product certification. The goal is that from the autumn semester of 2012, the number of green printing textbooks used in primary and secondary schools in various places should account for 30% of the total use of textbooks in local primary and secondary schools; in 2014, the printing management department of the State Administration of information, radio, film and television announced that the full coverage of green printing of primary and secondary school textbooks in China will be basically realized.
